The Hatboro Horsham School District ("School District") provides employees, students, and guests ("users") with access to the School District's electronic communication systems and network, which includes Internet access, whether wired or wireless, or by any other means. Guests include, but are not limited to, visitors, workshop attendees, volunteers, independent contractors, adult education staff, students, and board members.

The School District supports the use of the computers, Internet and other network resources in the district’s instructional and operational programs in order to facilitate learning, teaching and daily operations through interpersonal communications and access to information, research and collaboration. The School District promotes responsible, ethical, and legal utilization of technology by all users.

The School District provides instruction to minors on the topics of Internet Safety and appropriate online behavior. Internet Safety education topics include, but are not limited to: online behavior and ethics, social networking safety, chat room safety, cyber bullying awareness and response, and other online privacy and security issues.

The availability of access to electronic information does not imply endorsement by the district of the content, nor does the district guarantee the accuracy of information received. The School District is not responsible for any information that may be lost, inaccurate, inappropriate, damaged, unavailable, and/or for personal monetary transactions when using the network.

The School District asserts that computer and network use is a privilege, not a right. The School District’s computer and network resources are the property of the district. For this reason, the School District respects freedom of speech and access to information. The School District may monitor network usage, to fix an issue, or investigate a complaint. Users should be aware that the district may review files and other communications to maintain the integrity of the network and to ensure users are utilizing district devices and the network responsibly.

All users must read, understand, and comply with this policy that includes network, Internet usage, electronic communications, telecommunications, nondisclosure and physical and information security policies. Staff users must provide a signed acknowledgement form. Staff users with access to student data must read, understand and sign the Pennsylvania Department of Education Student Access and Use Policy's Student Data Non­disclosure Agreement.

Consistent school attendance is vital to academic success. Teachers, families, and the wider community also benefit when students are attending school regularly and achieving. These gains include greater student safety, community well-being, and a sense of connectedness for all. The Hatboro-Horsham School District requires that pupils enrolled in its schools attend school consistently in accordance with the laws of Pennsylvania. The state law states that from the time the child’s parents elect to have the child enter first grade, which shall not be later than the age of eight, the child must attend school continuously until seventeen years of age or graduation from a regularly accredited senior high school.

To maximize success in school, families are encouraged to monitor their children’s attendance and academic progress. Please utilize the district and school calendar to assist in scheduling family travel and daytime appointments. We ask that you contact your child’s teacher, guidance counselor, or principal should you need advice in determining how personal activities scheduled during the school day will impact your child’s instructional programming.

Parent(s) /guardian(s) are expected to report a student's illness by calling the Absence Line no later than the following times on the day of the absence, or on the first day of a multiple,consecutive day absence depending on the nature of the occurrence:

In the Hatboro-Horsham School District, our vision is that every school will be a school in which all children will grow and thrive in order to reach their full potential and become a contributing member of the communities which they enter upon leaving our district. In order to accomplish this vision, we must ensure that each of our schools is a place where students are able and expected to learn. That means also ensuring that we have the right systems in place to expect and support positive behavior in every student.

We are committed to empowering all students to pursue their educational and career goals by providing a supportive, engaging and challenging environment which cultivates learning as an active, relevant and lifelong process. To aid in bringing about the proper environment for student learning and development, there must be a set of reasonable rules that define expected student behavior and discipline procedures. These rules and behavior expectations are based on mutual respect and cooperation among all members of the school community. 

Additionally, the Hatboro-Horsham School District's Behavior Education Plan (BEP) includes proactive approaches that focus on building both student and staff skills and competencies which, in turn, will lead to greater success. This approach ensures safety for all students, while simultaneously creating an environment in all classrooms in which children learn from receiving feedback on their choices and making changes in their behaviors that allow them to act as contributing members in the learning community.

The BEP also focuses on maintaining a climate of respect, equity, and civility in all of our schools, so that no child walks through hallways, sits in classrooms, or rides on a school bus feeling scared. Much of that work involves teachers, staff, and administration communicating clear expectations and intervening in a timely and consistent fashion; giving voice to civility and respect through the development and support of student leaders who have the skills and confidence to stand up and speak out.

The Board is committed to providing a safe, positive learning environment for district students. The Board recognizes that bullying creates an atmosphere of fear and intimidation, detracts from the safe environment necessary for student learning, and may lead to more serious violence. Therefore, the Board prohibits bullying by district students.

Bullying means an intentional electronic, written, verbal or physical act or series of acts directed at another student or students, which occurs in a school setting and/or outside a school setting that is severe, persistent or pervasive and has the effect of doing any of the following:

• Substantial interference with a student’s education
• Creation of a threatening environment 
• Substantial disruption of the orderly operation of the school

The Board encourages students who have been bullied to promptly report such incidents to the building principal or responsible adult, who should then report the incident to the building principal.

The Board directs that complaints of bullying shall be investigated promptly, and corrective action shall be taken when allegations are verified. Confidentiality of all parties shall be maintained, consistent with the District’s legal and investigative obligations. No reprisals or retaliation shall occur as a result of good faith reports of bullying.

A student who violates the District's Bullying policy shall be subject to appropriate disciplinary action consistent with the Code of Student Conduct, which may include:

• Counseling within the school
• Parental conference
• Loss of school privileges
• Transfer to another school building, classroom or school bus
• Exclusion from school-sponsored activities
• Detention
• Suspension
• Expulsion
• Counseling/Therapy outside of school
• Referral to law enforcement officials

The Hatboro-Horsham School District provides transportation for all students in accordance with the Pennsylvania Department of Education and School Board policy. Our transportation department transports approximately 4,700 students daily to and from HHSD schools and more than 73 non-public schools. In addition, we provide transportation for field trips, extracurricular events, and on certain days for after-school activities. Bus safety is very important. Successful bus transportation requires the district, students, and parents to work together. Should you have any questions or concerns, please contact the Transportation Department at 215-420-5450.

Bus stop assignment information for HH students will be posted in the parent portal no later than August 25.  For non-public schools, bus stop assignment information will be posted on the district website (add the link) no later than August 15.

Students should arrive at their bus stop at least five minutes before the scheduled bus arrival time. On rare occasions, a bus may be delayed. If the bus is delayed, students should wait at least 30 minutes before leaving their bus stop unless a parent determines that weather conditions will not allow waiting.  Parents and guardians can download the Here Comes the Bus application on their mobile phone to track the bus’s arrival time to the stop.  The HCTB app is available from the Apple Store or Google Play.

Courteous and respectful behavior on the school bus and at bus stops is a matter of safety. All students who utilize district transportation are asked to obey the following rules. Failure to follow bus safety rules may result in a temporary or permanent suspension of transportation privileges.

• Do not play or stand in the street while waiting for the bus or after leaving the bus.
• Board and depart the bus in an orderly manner.
• Always cross at least 15 feet in front of the bus. Cross only when red lights are flashing, and after traffic is completely stopped.
• Always remain visible to the bus driver.  If you cannot see the driver, they cannot see you. 
• Stay in your seat while the bus is in motion.  If you have been assigned a seat remain in that seat until told otherwise.
• Observe classroom conduct on the bus.  Talk quietly. Be polite. Do not use abusive language.
• Cell phones are NOT TO BE used on the bus.  The taking of photographs or video footage is expressly forbidden.
• No eating or drinking on the bus.
• Bring only items that fit in your lap on the bus.
• No live animals are permitted on the bus.
• Keep the bus clean. Do not tamper with any bus equipment.
• Cooperate with any instructions provided by your driver.
• Large equipment (e.g., sports bags, musical instruments) often presents a safety issue on the bus because they can block access in the event of an emergency.  Therefore, it is District policy that large equipment is not permitted on the vehicle.  Please make alternative arrangements on days that you need to bring large equipment to school.  If alternative arrangements cannot be made, please contact the Transportation Office.
• Follow all the rules posted on the school bus.
• Please refrain from speaking with the driver while the bus is in motion unless it is a matter of safety or security.

Use of Video and Audio on School Vehicles

To provide safe and secure transportation for all students at our school district, we may make use of video and audio equipment on school buses and vehicles used to transport students.

The Eastern Center for Arts and Technology is accredited by the Middle States Association of Colleges and Schools. The campus is located in Willow Grove and the school is owned by nine school districts in Eastern Montgomery County.

The programs provided at EASTERN are considered part of the high school program and count as elective credit towards graduation. These programs give students the opportunity to reinforce their career path after high school, get a head start on collegiate studies in that field and get ready for employment. Most of the career programs offer advanced placement college credit or dual enrollment opportunities for students continuing their education after high school in similar majors. Normally, students enroll in the vocational-technical program in grades 11 and 12. Students enrolled in the EASTERN afternoon program attend their home school for one-half day and EASTERN for the remaining half day.

With fourteen career offerings available, EASTERN provides opportunities for academically-talented students who wish to expand and enrich their education and pursue their career goals in programs such as Culinary Arts, Networkingand Cybersecurity, Commercial Art, Allied Health, Welding and Veterinary Science, to name a few. Career and technical programs offer multiple pathways, meaning students can gain employment right out of high school, enter into a paid apprenticeship, or enroll in college depending on their career goals. In order to promote a safe school environment, the Hatboro­-Horsham School District has installed electronic surveillance systems to review activity on school property and in school vehicles as one measure of prevention and protection. The use of video recordings obtained by surveillance equipment is subject to district policies addressing the confidentiality of student and staff records. Information obtained from electronic surveillance systems may be used by the administration to assist in an investigation to determine whether a student has committed an unlawful or an unsafe act. Violations of the District's Code of Conduct will result in appropriate disciplinary consequences. Any activity detected through the use of surveillance cameras that might constitute a violation of the law will be reported to the appropriate law enforcement agency. 

Students moving to a new address within the School District of Hatboro-Horsham should contact their school office immediately for change of address procedures. 

The Hatboro-Horsham School District offers an array of different programs to meet your child care needs. The Child Care Program is licensed by the Department of Human Services / Office of Child Development and Early Learning and is actively involved in the Keystone Stars Initiative.

We offer the following programs:

SCHOOL YEAR PROGRAMS

Four-Year-Old Preschool Program- This is a full-day program intended to prepare children for Kindergarten. Our young learners engage in academic activities utilizing instructional delivery models aligned with the Kindergarten curriculum, such as Bridges Mathematics and Blueprints for Early Learning and Literacy.

Before & After School Program- This program operates before the start of the school day and following afternoon dismissal. Children are provided an opportunity to engage in arts and crafts, indoor and outdoor play.

SUMMER PROGRAMS
School-Age Summer Camp Program- This is a full-day program for children entering 1st through 6th Grade in the fall of the upcoming academic year. Students go on weekly field trips, enjoy arts and crafts activities, games, story time, and engage in group sporting and club activities. Field trips are offered weekly at an additional cost. Afternoon snacks will be provided at no cost to all students. Students must pack a lunch each day.

Rising Kindergarten & Preschool Summer Camp- This is a full-day program for children 4 years of age as of October 2023 through entering Kindergarten the end of the upcoming academic year.

The high school uses the NAVIANCE platform as a College and Career Readiness tool for students. NAVIANCE enables students to find college and career pathways that are right for them. They start by setting personalized goals, learning about their skills and interests, and exploring career options based on those interests. They can then search for colleges, apply for scholarships and track admission status. NAVIANCE helps students plan a course of action to achieve their goals, find resources to prepare academically, and discover their own path. Recreational and instructional swimming is offered as part of the community aquatic program at Simmons Elementary School. During the school year, a swimming program is conducted in the evenings and on Saturday mornings.

Features of the program include Children's Swim Lessons, Community Swim / Lap Swim, Senior Citizen and Lifeguard Training.

Additionally, a summer Aquatic Program is conducted which includes swimming lessons in three two-week sessions in the mornings and recreational swimming every afternoon.

Our district recognizes that the abuse of controlled substances is a serious problem with legal, physical and social implications for the whole school community. As an educational institution, schools should strive to prevent the abuse of controlled substances.
Students are prohibited from using, possessing, distributing, and being under the influence of any controlled substances during school hours, at any time while on school property, at any school­sponsored activity, and during the time spent traveling to and from school and school-sponsored activities.

Controlled substances shall include: Controlled substances prohib­ited by federal and state law, Look-alike drugs, Alcoholic beverages, Anabolic steroids, Drug paraphernalia, any volatile solvents or in­halants, such as but not limited to glue and aerosol products, Pre­scription or patent drugs, except those for which permission for use in school has been granted pursuant to Board policy.

Under the influence shall include any consumption or ingestion of controlled substances by a student. Students violating the Controlled Substance Policy may be suspended and/or expelled from school. The Board may require participation in drug counseling, rehabilitation, testing or other programs as a condition of reinstatement into the school's educational, extracurricular or athletic programs resulting from violations of this policy.

Hatboro-Horsham School District is committed to ensuring the health, safety, and welfare of all the students and staff of the District. In the formation of the Safe Schools Committee, the goal set forth was to involve all internal and external clients in the de­cision-making process. Membership of this committee consists of Hatboro-Horsham School District faculty, administrators, nurses, supervisors of transportation, maintenance, and food service, as well as representatives from the Hatboro-Horsham Community and its First Responders. The task of this committee is to identify safety topics, discuss and make recommendations for change.

A comprehensive All Hazard Emergency Response plan has been developed, which meets all Federal, State, Township and Borough Emergency Management standards. This plan also follows the National Incident Management Structure as recommended by School Board Resolution. The Plan has been designed to be a living document that can adapt to the individual needs of any of our schools. Each school has now formed an Emergency Management Team that meets regularly to discuss safety issues. These initiatives allow students to succeed academically and enjoy a safe environment.
